This webcast will provide a high-level overview of the recently finalized federal regulations on standards-based interoperability and information blocking from the Centers for Medicare and Medicaid Services (CMS) and the Office of the National Coordinator for Health IT (ONC).
Topics to be addressed include:
- Major changes between the proposed and final rules, including updated regulatory definitions and compliance timelines
- Finalized prohibitions on information blocking intended to enhance access to electronic health information (EHI) and expected enforcement approaches
- ONC and CMS initiatives driving use of HL7 FHIR-based application programming interfaces (APIs) and apps by providers, health plans, and health IT developers

Mark Segal is Principal, Digital Health Policy Advisors, LLC. He provides strategic counsel to clients on interoperability policy, value-based payment programs, and health IT regulation and patient safety. Previously he was Vice President, Government and Industry Affairs for GE Healthcare Digital. Mark has been a leader and expert participant for numerous health IT-related organizations and policy issues, including standards and interoperability, patient safety and usability, 21 st Century Cures, value-based payment and incentive programs, certification, opioids, and delivery system reform. He recently finished his term as Chair of the HL7 Policy Advisory Committee and is Chair Emeritus of the HIMSS Electronic Health Record Association (EHRA). Mark has spoken, published, and used social media extensively. He has a BA in political science from the University of Rochester and a PhD in political science from MIT.
